A Community-based Legal Advocacy Project on
Violence Against Women in the Philippines

The Kapitaran Kommunidad People's Coalition (KKPC) in the Philippines is a federation of 15 urban poor people's organisations in the Tatalon estate in Quezon city. Kapitaran means brother/sisterhood. KKPC counts 900 urban families as its members. Its main objective is to build peaceful and self-reliant communities through community organisation.

Since January 1998, the UNIFEM Trust Fund has supported a 2-year project on violence against women (VAW). The project sustains both a successful existing program on VAW in District IV of Tatalon estate which is run in cooporation with the Women's Legal Bureau, and the start-up of similar programs in other areas of Tatalon (Districts I-IV).

The project includes the training of legal advocates, community education activities and the formation of a cultural group to be used in the education activities. Regarding community organisation, the project aims to strengthen women's grassroots organisations and women's committees in local organisations, and to establish formal linkages with village officials and government agencies. KPPC already coordinates a woman's center and support services to victims of VAW.
